Civil Project Engineer – TMR & Council Infrastructure

Brisbane / SEQ | Secure Pipeline | No-Ego Culture | Career Growth

Some Project Engineer roles sound good on paper.

Then you get inside the business and realise it is all politics, pressure from above, and people protecting their own patch.

This is different.

Empower Management has been engaged to represent a highly regarded Tier 2 civil contractor with a strong reputation across South East Queensland. This is a business known for backing its people, delivering high-quality infrastructure, and creating an environment where good engineers can actually grow.

They are not trying to be the loudest contractor in the market. They are focused on performance, relationships, safety, and doing the job properly.

The business has a strong pipeline of secured TMR and Council infrastructure work across Brisbane and the wider SEQ region, including roads, bridges, drainage, pavements, earthworks and associated civil infrastructure.

This role will suit a Civil Project Engineer who wants more than just another delivery role. It will suit someone who has strong technical ability, a good commercial mindset, and the right attitude to work closely with site teams, supervisors, subcontractors and senior management to get the best outcome.

The Opportunity

As a Civil Project Engineer, you will play a key role in the successful delivery of civil infrastructure projects across Brisbane, Ipswich, the Gold Coast, Sunshine Coast and surrounding SEQ corridors.

You will be close to the work, trusted to take ownership, and supported by experienced leaders who genuinely want their people to develop.

Your role will include:

  • Managing RFIs, QA documentation, ITPs, site records and technical documentation
  • Supporting short and medium-term construction planning
  • Working closely with Supervisors, Project Managers, crews and subcontractors
  • Tracking costs, productivity, procurement and project performance
  • Helping identify risks, opportunities and commercial issues early
  • Supporting safety, quality and environmental compliance
  • Coordinating drawings, technical queries and constructability issues
  • Contributing to a strong team culture built on accountability and respect

This is not a role where you will be buried in admin and kept at arm’s length from the real project decisions. You will be encouraged to think, contribute, challenge where needed, and keep developing as a well-rounded civil construction professional.

The Type of Person Who Thrives Here

This business suits people who are grounded, capable and commercially switched on.

You do not need to be the loudest person in the room. You do need to care about the work, communicate clearly, and take pride in doing things properly.

You will fit well here if you:

  • Have a strong civil construction background across TMR, Council or similar infrastructure projects
  • Understand that good engineering is not just technical it is commercial, practical and people-driven
  • Work well with Supervisors, crews, subcontractors and clients
  • Take ownership without needing to be micromanaged
  • Raise issues early and bring solutions, not just problems
  • Value a workplace with no egos, no politics and no unnecessary chest-beating
  • Want long-term career growth with a business that promotes and develops its people

Why This Employer Stands Out

There are plenty of contractors talking about culture. This one has the retention, leadership and project pipeline to back it up.

People stay here because they are treated properly, supported by good leaders, and given the opportunity to build a genuine career — not just fill a seat on a project.

You can expect:

  • A competitive package that reflects your experience, capability and the calibre of work you will be delivering
  • A clear, individual development plan built around your goals not a generic HR template rolled out for the sake of it
  • Exposure to the full project lifecycle, giving you visibility beyond just your slice of the job
  • Leaders who genuinely mentor, because they want to see good people progress not because HR told them to tick a box
  • A genuine seat at the table, where your ideas are heard, challenged, tested and valued
  • A secure pipeline of TMR and Council infrastructure work across Brisbane and SEQ
  • A family-friendly, team-first culture where performance matters, but ego does not
  • Long-term career progression for someone who wants to keep stepping up

This is a smart move for a Project Engineer who wants stability, challenge and genuine career momentum — without the politics that can come with larger, more rigid environments.

What You Will Bring

Ideally, you will have:

  • A Civil Engineering degree or equivalent qualification
  • Min 5+ yearscivil construction experience
  • Exposure to TMR, Council, road, bridge, drainage, pavement or earthworks projects
  • Strong QA, RFI, cost control and project coordination skills
  • Clear communication skills across site, office, client and subcontractor groups
  • A practical, solutions-focused mindset
  • The ambition to keep developing toward the Senior Project Engineer or Project Manager level

Most importantly, you will bring the right attitude.

This is a business that values people who work hard, treat others well, think commercially, and take pride in the outcome.

Bid Writer / Submissions Coordinator | Civil Engineering

Craft the story that wins the work.

Behind every successful civil project is a submission that inspires confidence — one that showcases capability, tells a compelling story, and positions a contractor as the partner of choice. In this role, you’ll be the voice that brings projects to life on paper.

Join a high-growth civil contractor with a strong pipeline of secured work and an outstanding reputation for delivering quality outcomes across SEQ. Your writing, coordination, and influence will directly shape the projects this business wins next.

Salary: $120K–$150K base + super
Growth: Genuine career progression — they develop and promote from within
Culture: A values-driven business that lives its values (not just prints them in a glossy brochure)

If you’re a natural storyteller with a sharp eye for detail and a passion for civil engineering, this is your opportunity to play a pivotal role in securing projects that shape communities, infrastructure, and the way SEQ grows.

About the Opportunity

As a Submissions Coordinator / Bid Writer, you’ll sit at the centre of how this respected civil contractor secures major infrastructure projects across Queensland and New South Wales. From major highways, rail and transport, to mining, Defence and regional civil works — your words and coordination will turn complex engineering solutions into compelling, client-ready submissions.

This role blends creative clarity with commercial precision. You’ll plan, prepare, and deliver high-quality EOIs, tenders, and proposals that don’t just tick boxes — they stand out for their strategy, structure, and storytelling. You’ll collaborate closely with the Estimating Manager, Bid Managers, Engineers, and Project Leaders who are invested in quality, integrity, and winning the right work.

What You’ll Be Doing

• Lead and coordinate end-to-end submissions for EOIs, tenders, and capability documents across transport, mining, and civil infrastructure
• Analyse client requirements, extract win themes, and ensure submissions are sharp, compliant, and tailored
• Write, edit, and refine persuasive content — methodologies, case studies, CVs, executive summaries,
project schedules, and supporting material
• Partner with
teams to translate complex technical detail into engaging, outcome-led narratives
• Manage deadlines, facilitate workshops, and maintain content libraries/templates to
strengthen future bids
• Support preparation of pitch decks, presentations, and client-interview materials
• Work with senior leaders to refine messaging, value propositions, and key storytelling elements
• Projects typically range from
$40M – $500M

You’ll be the calm in the chaos — bringing structure, clarity, and creativity to high-stakes deliverables.

About You

You bring that rare blend of structure and story — part coordinator, part writer, part strategist. You enjoy working with engineers, senior leaders, and technical minds, and you know how to articulate complex ideas in a clear, engaging, and compelling manner.

You’ll bring:
• Experience in submissions, proposals, or bid coordination — ideally in civil construction, engineering, or infrastructure
• Strong writing and editing skills with a focus on clarity, accuracy, and persuasion
• Excellent organisational skills with the ability to coordinate multiple moving parts and stakeholders
• A proactive, professional mindset and confidence to work at all levels of the business
• Pride of ownership — you care about the impact of your work and the quality of every submission

Why This Role Matters

The projects you help win won’t just sit on a tender dashboard — they become the roads, bridges, regional infrastructure, and community assets that keep Queensland moving.

You’ll join a collaborative, down-to-earth team that backs its people, celebrates wins, and invests in growth. Mentoring is embedded, development is real, and success is shared.

Here, you’re not just submitting bids — you’re helping build legacies, one story at a time.

Behind some of Australia’s most technically challenging civil and concrete packages is a contractor built on capability, consistency, and confidence. With a reputation as the partner of choice for high-spec infrastructure—from bridges and substations to wind farms, dam spillways, FRP works and mine expansions—this business continues to expand nationally and is now seeking a Senior Civil/Structures Estimator to join its Brisbane office on a permanent basis.

This is a front-facing estimating role where technical depth meets commercial sharpness. You’ll take ownership of first principles estimating across reinforced concrete and civil works, shaping accurate, competitive tenders that win work and build long-term client confidence.

Working closely with Project Managers, Engineers, and the Pre-Contracts team, your focus will be to bring structure, strategy, and discipline to every submission. You will:

  • Lead first principles estimates for complex civil and structural concrete packages

  • Interpret complex drawings/specifications and complete take-offs/BOQs

  • Assess methodology, staging, temporary works, access, and constructability impacts

  • Identify tender risks, opportunities, and value-engineering options

  • Engage and manage subcontractor/supplier pricing, scope alignment, and clarifications

  • Ensure pricing reflects real-world delivery, productivity, and margin requirements

  • Support tender strategy, adjudications, and handover into project delivery teams

Project exposure:

You’ll work across a diverse pipeline, including:
Bridge structures, wind farms, tailings dams, substations, spillways, pipelines, and water storage projects, plus specialist scopes such as FRP works and complex expansions/upgrades.

Leadership pathway (important)

This role is a clear pathway into leadership (e.g., Lead Estimator / Estimating Manager / Pre-Contracts leadership). As such, you must be comfortable with client-facing work—participating in tender presentations, clarification meetings, and commercial discussions—and bring strong commercial aptitude to support win strategies and margin discipline.

What we’re looking for

  • Strong experience estimating civil and structural concrete works (first principles preferred)

  • Advanced capability in Expert Estimator and strong Excel-based cost build-ups

  • Ability to translate drawings and methodology into accurate, defendable pricing

  • Commercial acumen: scope clarity, risk/opportunity thinking, and value-led decision making

  • Clear communicator, confident, engaging internal stakeholders and external clients

  • Leadership mindset: mentoring, lifting standards, and improving estimating systems
