Civil Supervisor – Urban Infrastructure
- Brisbane / SEQ
- Permanent role
- $160K base + super + vehicle + fuel / Toll card
Empower Management is partnering with this respected Brisbane civil contractor to recruit an experienced Civil Supervisor for ongoing civil infrastructure and subdivision projects across South East Queensland. This is a role for a proper site leader — someone who knows how to run crews, manage subbies, keep the job moving and solve problems before they turn into dramas.
You’ll be working across a strong mix of subdivisions, roadworks, council works, TMR-related works, drainage, utilities, water infrastructure, earthworks and concrete works.
The projects are local, varied and real — typically in the $5M–$20M range — with Brisbane/SEQ-based work, a Monday-to-Friday roster and the chance to be home every night.
This isn’t a short-term project hire. It’s a permanent role with a stable civil contractor that backs good people, values straight talk and expects strong site performance.
The Role
As Civil Supervisor, you’ll take ownership of daily site delivery.
You’ll coordinate crews, subcontractors, plant, materials, and the daily programme while working closely with Project Managers, Engineers, and senior leadership.
The focus is simple: keep the job safe, productive, organised and moving in the right direction.
You’ll be trusted to lead from the front — not micromanaged from the office.
Key Responsibilities
- Supervise civil works across subdivisions, roads, drainage, utilities, concrete and infrastructure projects
- Coordinate crews, subcontractors, plant, materials and daily site activity
- Drive safety, quality, productivity and programme outcomes
- Manage daily planning, sequencing and site coordination
- Work closely with Project Managers, Engineers and delivery teams
- Identify site issues early and keep the job moving
- Mentor crews and help build a strong site culture
- Maintain high standards without carrying ego or politics onto site
About You
You’ll be an experienced Civil Supervisor who is confident running work on the ground.
You don’t need to be the loudest person on site — but you do need to be respected, organised and able to get the best out of people.
You will ideally bring experience across:
- Subdivisions and urban development
- Roadworks, council works or TMR-related projects
- Drainage, utilities and water infrastructure
- Earthworks, pavements and concrete works
- Managing crews, subbies and daily production
- Reading plans, coordinating works and solving site issues
- Driving safety, quality and productivity on site
Exposure to council, TMR or water infrastructure projects will be highly regarded.
Most importantly, we’re looking for someone honest, reliable and commercially aware — a Supervisor who leads by example and knows how to get work done properly.
Why This Role?
Because good Supervisors deserve more than constant chaos, poor planning and weekend burnout.
This is a chance to join a contractor with strong local work, a solid pipeline, and a leadership team that understands what happens on-site. You’ll be backed to lead, trusted to make decisions and supported by a team that values hard work, accountability and doing the job right.
For a Civil Supervisor seeking stability, variety, and a high-performance environment without the nonsense, this is a strong move.

Civil Construction Area Manager
Client-Side Leadership | Major Land Development Projects
-
Major residential and community development projects
-
NSW / VIC projects portfolio managed from the Gold Coast office
-
Regular travel across active civil sites is required
-
$250K–$270K TFR
This is a client-side leadership role for a civil construction professional who knows how land development projects are actually built.
Empower Management is partnering with a well-established development group seeking an experienced Civil Construction Area Manager to oversee civil infrastructure delivery across a major portfolio of residential and community development projects throughout NSW and Victoria.
Based from the Gold Coast office, you will manage approximately 7–9 active sites, with a combined civil works portfolio exceeding $100M.
The ideal candidate will likely come from a civil contractor background and bring strong practical delivery knowledge across land development, subdivisions, urban infrastructure or major residential communities. Some client-side exposure will be highly regarded, particularly where you have represented the client, managed contractors, influenced design outcomes or protected commercial delivery.
This is not a role for someone who wants to manage from a distance.
It is for someone who can walk onto site, understand the detail, question methodology, identify risk early and hold contractors accountable — while still building strong, productive relationships.
Your construction knowledge will matter here. You will influence outcomes across design review, value engineering, staging, sequencing, programme, cost, quality, safety and contractor performance.
The role
You will represent the client across a significant regional development portfolio, working closely with internal development, construction and senior leadership teams.
You will:
-
Oversee civil contractors across multiple land development sites
-
Manage delivery performance across a $100M+ civil works portfolio
-
Review designs and identify practical value engineering opportunities
-
Challenge methodology, staging, sequencing and programme where required
-
Monitor cost, quality, safety, risk, variations and contractor performance
-
Identify issues early and drive commercially sensible solutions
-
Support internal teams with technical construction advice
-
Manage consultants, contractors and key project stakeholders
-
Provide clear reporting and recommendations to senior leadership
What you’ll bring
You will bring strong civil construction experience, ideally gained with a contractor, together with demonstrated exposure to land development, subdivisions, residential communities or urban infrastructure.
You will understand bulk earthworks, roads, drainage, services, pavements, utilities, staging, site constraints and contractor performance.
You will also bring:
-
Commercial awareness across programme, cost, quality and risk
-
Confidence managing contractors and consultants
-
The ability to challenge decisions constructively
-
Strong communication and relationship-management skills
-
A practical, calm and solutions-focused leadership style
-
The discipline to work independently across multiple sites
-
A willingness to travel regularly across NSW and Victoria
The right fit
This role will suit a Construction Manager, Area Manager, Senior Project Manager, Civil Manager or experienced Project Manager who has built their credibility close to delivery.
You may be contractor-side now and ready to step into a client-side role where your site knowledge can influence a broader portfolio. Or you may already have client-side experience and want more autonomy, scale and visibility.
Either way, you will need to understand land development and know how to balance firm contractor accountability with productive working relationships.
Why this opportunity stands out
This is a move from single-project delivery into a broader regional leadership role.
You will have visibility across multiple major developments, access to decision-makers and the ability to shape outcomes before problems become expensive.
For the right person, this is a role where your construction judgement will be trusted, your commercial thinking will be valued, and your ability to influence delivery will make a genuine impact.

Civil Project Engineer – TMR & Council Infrastructure Brisbane / SEQ | Secure Pipeline | No-Ego Culture | Career Growth + Project Profit Share
Some Project Engineer roles look good on paper — until you’re stuck in politics, top-down pressure, and people protecting their turf.
This is different.
Empower Management has been retained by a high-performing road construction contractor with a strong reputation across South East Queensland. This business is known for delivering quality TMR and Council infrastructure, backing its people, and creating a genuine no-ego environment where capable engineers can thrive and grow. They focus on performance, relationships, safety, and doing the job properly — not on being the loudest in the market.
The company has a solid secured pipeline of TMR and Council projects across Brisbane and SEQ, covering roads, bridges, drainage, pavements, earthworks and associated civil works.
This role suits a commercially savvy Civil Project Engineer who wants real responsibility and the chance to back themselves. You’ll gain broad exposure across all civil disciplines in a smaller contractor environment with significant upside through a project bonus/profit share structure. It rewards engineers who deliver results and want to share in the success they help create.
You will be responsible for:
- Managing RFIs, QA documentation, ITPs, site records and technical submissions
- Supporting construction planning and sequencing
- Working closely with Supervisors, crews, subcontractors and Project Managers
- Tracking costs, productivity, procurement and overall project performance
- Identifying risks, opportunities and commercial issues early
- Coordinating drawings, technical queries and constructability reviews
- Contributing to safety, quality and environmental standards
- Helping build a strong team culture based on accountability and respect
You won’t be buried in admin or kept away from real decisions. You’ll be encouraged to think, contribute, challenge constructively, and develop into a well-rounded construction professional.
The Type of Person Who Thrives Here This environment suits collaborative, capable, commercially switched-on engineers who take pride in their work and communicate clearly. You’ll fit if you:
- Have strong civil construction experience on TMR, Council or similar infrastructure projects
- Understand engineering is as much commercial and practical as it is technical
- Work effectively with site teams, subcontractors and clients
- Take ownership, raise issues early with solutions, and don’t need micromanagement
- Value a workplace with no egos, no politics and no chest-beating
- Want long-term growth with a business that genuinely develops and promotes its people
Why This Employer Stands Out People stay because they’re treated well, supported by strong leaders, and given real career opportunities — not just another project seat. You can expect a competitive package reflecting your capability, an individual development plan, exposure to the full project lifecycle, genuine mentoring, and a family-friendly, performance-focused culture with a secure pipeline of work.
What You Will Bring Ideally:
- Civil Engineering degree or equivalent
- Minimum 5+ years’ civil construction experience
- Background in TMR/Council, roads, bridges, drainage, pavements or earthworks
- Solid skills in QA, RFI, cost control and project coordination
- Clear communication across all levels
- Practical, solutions-focused mindset and ambition to progress to Senior Project Engineer or Project Manager
This is a smart move for a Project Engineer seeking stability, challenge, broad experience and genuine career momentum in a high-value, low-politics environment.

- Experience across major roads, highways or transport infrastructure projects, ideally within TMR environments
- A background with a Tier 1 or established Tier 2 contractor
- Strong subcontractor and supplier market knowledge across QLD and/or NSW
- The confidence to contribute to senior tender discussions and stakeholder engagement
- Relevant tertiary qualifications in Civil Engineering, Construction Management or Quantity Surveying preferred
Previous site-based experience as an Engineer or Project Manager will be highly regarded, though is not essential.

Civil Estimator | PE / SPE Transition from project delivery
Use your delivery experience at the front end of major civil projects
-
$185K–$200K base + super + vehicle allowance
-
Ideal for a strong PE, SPE or delivery-focused PM
-
Genuine pathway from site delivery into estimating / pre-contracts
-
QLD / NSW civil infrastructure projects
You know how civil projects are actually built.
You understand staging, sequencing, productivity, subcontractors, risk, programme pressure, methodology and the commercial realities that sit behind delivery.
But maybe you are now thinking about the next stage of your career.
This role is designed for a strong Project Engineer, Senior Project Engineer or delivery-focused Project Manager who wants to step away from the constant pressure of site delivery and move into estimating, pre-contracts and bid strategy — without losing connection to real construction.
You do not need to be a career estimator.
You need to bring practical civil construction knowledge, strong commercial awareness and the ability to think through how a project will actually be delivered.
The opportunity
You will join an established pre-contracts team with an award-winning Queensland civil contractor and be supported to develop into estimating.
Your delivery background will be used immediately across tender methodology, staging, constructability, productivity assumptions, subcontractor input, risk identification and bid strategy.
This is a role where your site experience becomes your advantage.
What you will be involved in
-
Supporting first-principles tender estimates
-
Reviewing drawings, specs and scope for risks and opportunities
-
Providing practical input around methodology, staging and sequencing
-
Helping assess productivity, resources, access constraints and programme logic
-
Engaging with subcontractors and suppliers
-
Supporting tender reviews and commercial decision-making
-
Learning estimating systems and pre-contracts processes with strong mentorship
Who this will suit
This will suit someone who has built credibility in delivery and now wants a more strategic career path.
You may be a PE, SPE or PM who still enjoys construction, but wants to influence projects earlier — before the job is won, before the risks are locked in, and before poor assumptions become site problems.
Experience across TMR / Main Roads, transport infrastructure, roadworks, bulk earthworks, drainage, pavements, structures, subdivisions, utilities or major urban civil works will be highly regarded.
Estimating exposure would help, but it is not essential.
What matters most is your ability to think like a builder, understand risk, read scope, challenge assumptions and contribute to smarter tender outcomes.
Why make the move?
This is not about starting again.
It is about using your delivery experience in a more strategic way.
You will stay close to major civil infrastructure, but your impact will move from reacting to problems on site to helping shape better-planned, more competitive and more buildable projects from the start.
For the right person, this is a genuine pathway into estimating, pre-contracts and future commercial leadership.
